Without more info such as... Useage history for your dwelling (provider has this), size of house/apartment, whether any recent changes such as added appliances, etc., weather patterns and (a biggie) faulty wiiring or 'pirating'...it's difficult to figure why - or whether - your bills are excessive.
If you have been in residence where you are now less than a year and depending upon climate consider the following.
One hapless consumer discovered that his tarmack driveway had year-round HEAT TAPES built-in and only discovered that when a neighbor asked why his driveway was always clear throughout the Winter (it was a second home).
So check plumbing, roof and driveway for heat tapes.

Could someone be stealing electricity from you. The meter may be fine but did they come investigate for possible theft?
Shutoff all your breakers if you have them and see if your meter is still spinning or clicking off usage if it's digital.
A faulty appliance or device could be the cause. YOu can get an inline meter that you plug a device into to see exactly what it's using.
Alot of things still draw electricity even when off
Are your appliances old? I replaced an old Dishwasher and Fridge, washer, dryer and save over $35.00 U.S per month in electricity.
Are you on a budget payment plan that spreads the yearly cost out evenly over the 12 month period?

Well, I don't know about in UK but in GA, US, if something like that was happening at our homes, we could call the power company and they will come out for free and check the breaker box, windows, doors, outlets for any escaping electric currents, and around the house to make sure that someone has tapped into my power illegally. Now, I do know that we have been told that our power bills are going up this winter because the gas prices being so high. I didn't understand that at first, but what I have been told and understand, that they have to run the power grids off of natural gas, so if they are paying more for gas, our electric power will go up to cover their cost.
Just some ideas from what I have understood with our electric bills.

It is not the lighting or telly that adds significantly to your bill. It is ironing, air heaters, hot water heaters, airconditioners, ovens, diswashers, clothes dryers, etc.
I am in the US , and you can request a new meter here, but you can also read your own meters, to prevent estimating. I don't suppose you could request these two, eh? Oh, and check with your neighbors and see how they fare.
I feel your pain...My last bill was $224 USD...ouch! About £120.

Turn off everything in the Apt, including Refrigerator, I mean absolutely everything- then go study the meter, see if it moves- you may have a short and this will tell you- someone else could be tapped into your service as well.
