Usually your connection determines wheater you get little frames on your video or not. I would stick with a cam between 20 and 50 dollars and then make sure both of you are using a high speed connection. Another factor is the server you are broadcaster over could be crowded and that will slow down your speed which would freeze your video up a bit.

I don't think it'll be the cam but the connection. If you both use the same version of software to chat then it'll be fine.

Our expectations for webcams are decidedly in the mid-range as far as quality of image goes. Much like a cam on a cell phone.
