The hot tub leaks until the water reaches the bottom of the flap(?) at the top of the tub. Also, the water didn't seem to heat up (we had it on for just over an hour).

If the water stops leaking at the bottom of the flap you know that the leak has to be above that level. That is if the leak is in the surface or shell of the tub. The leak could also be in the plumbing. If you are able to take some panels off and see the plumbing you might actually be able to see the leak. Also check the equipment, a common spot for a leak there would be the jet pump seal, if it is leaking there you will be able to see it really come out when you turn the jets on.
