Call FORM AND BUILD SUPPLY in CANADA 1-800-563-2285 or 905-629-0242 they sell a really great product called PLANITOP-X. It is made especially for this common problem called Spalling. This is caused by salt or de-icer products being used in the winter. Also concrete will deteriorate with time and start peeling. This product is so easy to use and will last allot longer than quick-crete.

If the places to repair are small, you need to watch the size of your aggregate to make sure it will not be bigger then the hole/crack you are trying to fill. Might consider using grout, but the color will be slightly different. Whatever product you use to patch the steps, you should follow these steps:
1. Remove any loose pieces of concrete from the area.
2. Sweep the area to be repaired to remove any dust or loose material.
3. Apply an epoxy bonding agent following manufacturer's recommendation
4. Apply your patch, allow it to set, then cover with wet rags. Keep rags wet for 2-3 days to allow the concrete to cure.

Small pits you can use a concrete patch from quickcrete. Larger areas should be re-formed and re-poured. Quickcrete has many products for you needs. You will need to put a few concrete screws into the existing steps if you are patching a large area to secure it.
