Is marketing childrens candy in an exact replica of a cigarette package irrisponsible and morally wrong?

That is what chupa chupps have done here in spain.. it is a box of chupa chupps packaged to resemble cigarettes, even down to the medical warning on the bottom in big bold black lettering.
