A slip launch vessel is on a Trailer. The Trailer can be purchased or made in a variety of ways. The most common method is to buy a Boat Trailer, one that is adequate for the design of the vessel, and use as needed.
I have no idea what a slipper launcher is, but will assume that is what you mean. Any vessel can be slipped launched, and most all are.
I have a 22' sailboat will sell to anybody. it can be yours, if the price is right. =/
