It is a layer you put on top of a picture say you draw a cross and put it on top of a picture as a mask when you look at the picture you will only see the parts of the picture where you have drawn the cross

masking implies covering a range of pixels in the image with a mask, then based on the various options supported in the graphics software say e.g. adobe photoshop you can freely do editing in that image without impacting the masked area. E.g. if after putting a mask at certain part of the image you do a fill color then the color would be applied to the entire image except for the masked portion.

In Photoshop, you can create a masking layer to mask off a certain area in the image. This is the digital equivalent of using masking tape to keep paint off the wall when painting your window trim. You will then use a brush tool to do whatever it is you want to do the image, such as lightening or colorizing. You can do this either inside the mask or outside the mask.
