I don't believe so because us mail is protected by the Federal Gov. not the state. Best thing to do is call your post office and talk to your postmaster and get the real facts.

The owner of the address can open and read any mail or correspondence in any form that is on that physical site. I think that is how the law reads, so yes, if the mail was sent to an address that is owned by Jane Doe INC, Jane Doe may read that mail. Ownership is different, that is where it gets kinda fuzzy. But all these facts can be observed at USA.gov or some such website.

I worked at an investment firm. EVERY piece of mail was opened and read before it came to my desk. So, the answer is YES.
