I think your pc might be infected by malware.
As Wikepedia defines 'malware'
Malware is software designed to infiltrate or damage a computer system, without the owner's informed consent. There are disagreements about the etymology of the term itself, the primary uncertainty being whether it is a portmanteau word (of "malicious" and "software") or simply composed of the prefix "mal-" and the morpheme "ware". Malware references the intent of the creator, rather than any particular features. It includes computer viruses, worms, Trojan horses, spyware, adware, and other malicious and unwanted software. In law, malware is sometimes known as a computer contaminant, for instance in the legal codes of California, West Virginia, and several other U.S. states [1].
Malware should not be confused with defective software, that is, software which has a legitimate purpose but contains harmful bugs.

I suggest you get zone alarm security suite and McAfee Security Centre programs installed in your pc. Download Mozilla Firefox and use it as a browser (this baby has a built in pop up blocker so goodbye to those &^% pop ups!!). This help alot. I've recently installed this anti virus programs to my laptop and it works wonders. (It even blocks unwanted pop ups and spams)
One piece of advice.. The next time you open your pc and any of this annoying pop ups appear saying the same thing or a message appears that 'your computer is infected with malware or whatsover please press ok to clean your computer free'. DONT CLICK YES! As it will make the infection in your pc worse.
And also, should you require to check your bank account online, like your funds etc, refrain from using your computer for the time being until you have it 'cleaned' - Change all your passwords after....

Try using a new browser. Mozilla Firefox has a pop up blocker built right in. I found the Firefox pop up stopper to work better than all the others. Internet Explorer has so many problems and is loosing it's popularity according to news sources online. I have no more pop ups anymore of any kind!
