What is the significance of this threshold? It seems to be somewhat of a standard.

Children's Online Privacy Protection Act of 1998 (COPPA) was established in the USA to protect children under the age of 13 from disclosing any personal information online. It is against the law for web sites to collect information from children without their parents permission.

It's there so that sites cannot be sued etc for any transactions to minors who are not legally responsible enough to make such decisions and to keep minors from being more prone to online
pornographers etc it's already a problem with those who are of the legal age limit I don't think it should be further compounded by minors!!!!

Cause they contain Content that Childern under 13 can't should NOT be allowed to view.
The same reason why you have to be of legal age to drink, (Legaly).

I believe in "Don't ask , Don't tell">.> if someone joins my board, and doesn't tell me how old they are, I don't need to know.I know a few "underage" webmasters(well, actually, they were a few years ago, they are over 13 now;))

thers really none. its its beacuse they dont care. they wan tus kids to be safe and not do anything stupid or depends on wat that means to the site. i think tis a bncah bshit. evreyine has freedom and if the kids dont use it then there safed.
