use a website creator programs/software (dreamweaver or frontpage or ...etc)...learn how to use scripts and those kind of stuff

Search for a Website called webmonkey. They have tutorials all about Web Design. Get yourself a copy of Macromedia Dreamweaver and Adobe Photoshop.

if you want it for a business, go to a professional. A hack job using frontpage or another WYSIWYG will make your business look non-legit. YOu gotta spend money to make money - do it right the first time.
If its personal page, then there are a lot of free editors & hosts out there
