MBE stands for Molecular Beam Epitaxy, which is a process for growing certain crystals. Essentially, source material, such as Gallium, Indium, and Arsenic, are evaporated onto a heated crystal substrate inside an ultra high vacuum chamber (pressure less than 1E-6 torr, compared to atmospheric pressure which is 760 torr).

It is for good work in your community. You need people to write to Blair to say how good you are. If you know someone who has funded New Labour they should be able to get you one.
