Sometimes guys are a bit shy when it comes to the first kiss. My ex-boyfriend (now a good friend) admitted that he was terrified of the first kiss, however much he looked forward to it.
There is pressure on guys to be gentlemen, yet they have to be the 'hunters' as well...I'd say see him again and see if the good vibes are still there. If you have a good connection with him and you feel that it would be worthwhile to be romantically involved with him, go for the kiss yourself - but keep it light and flirtatious.
He must be pleasantly surprised and intrigued - aim for that.

Some guys think it's disrespectful to kiss on a first date cause it makes them seem like they only want one thing.

Sounds to me like he was trying to be a gentleman. Or he could just be shy. Don't stress over it. He'll likely try on your second date and if he doesn't, give him a kiss.
