yes use it by all mean but dont not send any private info over it .
his only probs migth be is his speed/ down load limit
i have awi fi con, but is now no longer poen to pubilc acess, ask him if can use it , share the bill , it cuts cost for you and him
.me and the guy next door done this for about a year
, then got my own broadband con,
ps. turn off your file share as well , cos if it is on all your file's that you share will go to his pc , you might not want ... eh

If he was savvy enough than yes, he could notice his internet speed go a little slower, if he opened up his router settings page, it would show you as connected also.
If he was really savvy he could gain access to your system and log all your keystrokes (username, password, credit card numbers etc), he could possibly be letting you use it for that purpose :)
