If you're firewalled, they cannot access your pc easily, unless they're hackers.
The only way to reset your IP address is if you are using dial up. Log off the internet, reset your pc and connect again.
If you have DSL or cable, you're stuck with your same IP.
IP addresses are used mostly by companies to make sure that when you buy something online, your credit card transaction is being tracked in case of fraud or identity theft.
Don't stress it!!

An IP address is simply a unique number assigned to your internet connection which enables computers to communicate with each other. It works in a similar way to a phone - you call from one unique number and are connected to another unique number and can then communicate.
Just about every webpage you visit will record your IP address as will online submissions and all the e-mails you send - so it's something that is very easy to get hold of.
Knowing an IP address is pretty meaningless in itself, it can allow another user to connect to your computer but you have to grant them permission to do so. Going back to the phone analogy, someone might know your number and ring you up but it doesn't give them access to your house - they have to come knocking at the door and you have to open it.
You can reset your IP address but only only if you have a dynamic (floating) address. If that doesn't mean anything to you then follow the instructions anyway as it won't cause any harm.
These are the instructions for Windows 2000 and Windows XP (if you have a Mac or Windows pre 2000 then Google 'ipconfig renew release' and you should find instructions...
Click on START, click on RUN, type in CMD.EXE and press OK, this will open a DOS style window (black with white text). Type in IPCONFIG /RELEASE and hit enter (note the space beforethe forward slash). You may get a message telling you your IP address has changed to 0.0.0.0., ignore it. Next type in IPCONFIG /RENEW (space before the forward slash) and hit enter. You'll get another message telling you your IP address is xxx.xxx.xxx.xxx where xxx is a number between 0 and 255.

Other than knowing where you browse from, banning you from certain site or forum or group, there is not much other things one person can do with your IP address. If you are thinking about them hacking you, well that's just urban myth. With current net securities, your computer is pretty much protected from them. The only way they can hack you is that if you allow 'em by downloading a trojan horse or any other back door virus/prog. If you have a firewall up and if you practise safe browsing and don't visit too much those kind of site, you will be safe.
As for changing your IP address, well if you are using dialup, then you are in luck. Just disconnect and reconnect again and you will be assign a new IP address. For those that got static IP, eg: cable / ADSL, well you can try some of those comercial software that can hide your ip from the outside world. Try search for "changing IP software " using googles, you will see some of those useful commercial software.

If you want to change your IP address, click on 'Start', then open then click on 'run' and type in 'cmd' (without the apostrophe). This will bring up a DOS window. Within that window type in 'ipconfig /release' this will release your IP address, and then type in 'ipconfig /renew' which will give you a new IP address.
*do not type any of the apostrophes

if your computer is firewalled then they'res nothing they can do with it really; unless you pay extra for it (i understand) your ip address is not static so it changes every time you login; so it should be more than likely that they have the wrong one....

they can access your pc .. but you will have to enable the remote access .. and the other guy should know a user name and password for an administrative account on your pc
