There is only one real way to enlarge the penis, and that is surgically. There are procedures performed by a Urologist that consists of several step depending on if you want length, girth or both. They are all extremely expensive, aren't covered by insurance and take a while to heal from.

To lengthen, the procedure is to cut the ligament that attached the base of the penis to the pubic bone. This will give you an additional inch or two, but the ligament that is cut is the ligament that holds the penis upright when erect, so if you get it done, your penis will get hard but won't stand at attention.

For girth, this is mostly temporary, and is done by injecting fat under the skin. Doesn't sound all that pleasant.

My advice is to learn to use what you have and stop obsessing about the size. I don't understand why men constantly worry about this. If you know how to use your penis and can really please a woman, she won't care how big it is.
