It depends on the point of reference. Primarily, a leader is a person that has a vision and works toward achieving the goals associated with that vision. A leader also is one that sets an example through their own behavior. Bush is a strong leader from the point of view of the military, as he displays respect for their role and appreciation of thier efforts on his behalf, yet many civilians see him in a less optomistic light. Clinton was a strong leader from the perspective of a significant percentage of the public because of his charisma, yet the military reviled him for his lack of ethics and morals. As is typically the case in a question like this, there is no absolute answer - only opinion.

When Bill Clinton left office the United States had a budget surplus of over 1 trillion dollars. We currently have a national debt of over 2 trillion dollars. There is no arguing that surplus is better than deficit, is there?

Bush Number one that Would be Regan? or that other one that gave up his entitlement to get in for got his name. He didn't want a recount of votes, dark hair big built. He was in the running with Bush two. Who is now in power.

I recently saw a bumper sticker that said "Nobody died when Clinton lied". I think that pretty much sums it up! Being a philanderer is one thing that doesn't affect your ability to lead a country. Being deluded and power-happy resulting in thousands upon thousands of humans dying is a different issue entirely. I even voted for Bush. I am sorry now!

Although I dislike both of them, I don't think anyone in their right mind can call Bush a leader. He is a puppet. The man couldn't think or manipulate his way out of a paper bag.
Clinton is very charismatic and has a way of moving people. Definitely the better leader in my opinion.
