that means that the bloke's trying to listen to what the lady's saying....it's sort of a reinforcement. when people communicate, the listener's eyes shift from the speaker's eyes, to the mouth, and then the entire face, and that goes on and on.
most of the time, looking at the lips / mouth doesn't suggest something or anything romantic.

with me I'm not looking at the lips but the teeth uncared for dental care is a turn off to me or maybe he likes the way your lips look
