No, that is a blossom of yellow allamanda, a plant that I am very familiar with. I have several in my yard. These are a very hardy plant which will turn into a large bush, and are usually covered with flowers in summer months. Jasmine is a more delicate flower and has a lovely scent. Allamanda is basically unscented. Allamanda also comes in peach, pink and mauve. Yellow is the hardiest of them all. All allamandas are good on fences, as they like to climb.

If you compare the photos with this other photo of yellow jasmine (Gelsemium sempervirens), you will notice that your photos' flower doesn't have the indented petals like the other photo has, but the hollow in the center is about the right size.
