better is just a qualitative statement that one is better than the other while much better is quantitative.it means one is far superior to the other
silver is a better conductor than copper
silver is a much better conductor than iron

If you mean whether or not that is a comparison between "better-much better", in the way "good-better" has; no.
"Better" and "much better" is the same thing. much better is more emphasized, that's all.
