NOTE:
laptop has no battery and direct to the charger. Laptop is an old model. It has a pentium II processor. The charger has a correct output.

From the little info you've provided, it sounds to me like the Power Supply has crapped out.
I believe you should take the laptop to a reliable shop and have it looked at.

I'm not sure what you mean by troubleshooting your laptop with no power, but I gather that the battery is dead and the laptop only comes on when connected directly to A/C current (wall outlet). If this is the case, then try the following steps:

Steps to troubleshooting: Compaq Armada M700

1. Plug you laptop into the wall and turn it on.

2. At boot up there should be a list of key that you press to enter bios; usually [del] or [F10] or [F8] or [F12]. Try anyone if no message appears.

3. When in bios navigate to boot options, and select cd/ dvd rom as first boot, hdd as second boot and disable anything else.

4. Restart you computer by [saving and exiting the bios]

5. Once in Windows 98/ME/2000/XP you can further configure the operating system. That is install or uninstall programs or hardware.

Now this guide is assuming you're having problems entering Windows.
On the other hand, if you are getting error messages at startup, for instance missing/ corrupted files then reinstalling Windows would be an easier route.

As for the hardware aspect of the problem, you shouldn't get a new battery since it costs as much as the laptop itself, however, there are battery cells that can be replaced (only at your local computer store.)

Investing in a new laptop would be worthwhile for obvious reasons if you can afford it!

this skill that somebody has set a password for booting the workstation/entering the BIOS. in case you don't be attentive to the password, then you certainly can attempt establishing up the case and removing the CMOS battery for a minute then putting it back in and booting back up. If that doesn't sparkling it, you're out of luck.

you cant troubleshoot beyond any stoppage ...solve the power supply issue first ... a laptop that old isn't worth the price of a battery .. toss it and get a newer one.
