It really depends on what kind of experience he's got. If he is a complete beginner, I would say your best bet would be to get him a Kawasaki Ninja 250 or 500, or a Suzuki GS500F. These are some of the most forgiving and predictable sport bikes on the market. Any one of them can keep up with traffic or smoke most cars foolish enough to challenge a sportbike at a stoplight.

If he's had a bit of good dirt bike riding experinece, check out a Suzuki SV650 or Kawasaki Ninja 650. They're good choices for someone who already has some basic throttle control and cornering ability.

And if he's already been riding on the street, or ridden a dirt bike for years, just get something from the brand of bike he already rides. All the major Japanese companies have good, reliable sporbike offerings. Just find out if he prefers supersports (the sort with an aggressive, leaned forward riding posture) or something more comfortable, and then tell the dealer which sort of sportbike you're looking for.

It depends on his riding experience. If he is new to riding sport bikes,you should look in the 600cc range.The Suzuki Katana is a good starter sport bike.It has a medium power range but more than enough to start with and also it is a cheaper model.If he is a bit more experience get a Cycle World or any of the other Mags out there.My personal preference is a Yamaha R-1 it is the best riding bike in my opinion,but it is also built for the more experienced riders.

It all depends on your brother's rding skill & experience, and how much you can spend. If he's fairly new to the game try a Suzuki SV650. If he's a bit more experienced, a Honda CBR600 is an excellent bike.
There is not as much discount on new motorcyles as there is on cars, so you will probably pay roughly the same from different dealers if you are buying new. If you are buying used, go to eBaymotors, and buy from a reputable seller with a good track record.

George white superbike centre. Various places across the country. I got my bike from them, it was mint, has never let me down at all in 18 months and they were good to deal with and i paid a good price too. Sounds like a 600's what you need, try Honda CBR600, Suzuki GSXR600, YamahaR6 or Kawazaki ZX6R- or if he's experienced and a competent rider go for their 1000cc sisters!,
