If you're young, say under 18, you really do not need a lot of makeup. Just a bit of blush some mascara and a bit of lip gloss will most likely best compliment you. You want to show off your youth and natural beauty while you still have it!
When you get older you will have plenty of practice as your skin starts to age and there is an actual NEED for makeup.

Make up is an art. Like all of the arts, it must be practiced to be perfected. The best artists are not those who layer on color to make something gaudy. A delicate hand produces the most subtle textures and is the most sophisticated. Yes, girls can wear make up if they are aware of the things I have just said. Boys will notice only the most subtle changes and they will be respectful. Over do it and the boys will think you are cheap.

Every now and then? Alot of girls wear it everyday. Depending on their age of course. Hold out on wearing makeup in public until your twelve or thirteen. But as long as you can apply it well and know the no-no's of makeup,
1. A neon color eyeshadow to your eyebrows
2. Enough base/powder/foundation to scrape off with a knife
3. Changing your makeup every day to match your outfits
4. Neon blushes, lip colors, or mascara
5. Lip color on your teeth
6. Base/foundation/powder on your face but not your neck
7. Too pale or too dark of base/foundation/powder.
And remember simplicity is beautiful.

I do wear make up in some occasion Some men prefer a girl without make up, natural beauty they say and not just a "make-over" to cover blemishes.

I personally wear make up all the time normally! statiscs show though that boys prefer girls with a little bit of make up! but not completely covered in the stuff!

I never wear make up except when I have to... every guy has a different opinion on this, but I think its easier, healthier, and cheaper not to wear any at all. And not to brag or anything but I'm a model if that helps you believe me...
