Depends on the maturity level. If she's 16 and can handle it, I would say then. If she can't then I'd wait until she's legal age.

The only thing that pops into my head when someone says music festival is the Woodstock festivals. Both of them.
So, based off of this and having 4 children, the youngest of which is my only daughter, they will all be grown adults and out on their own when they attend their first festival.
I am not naive as to what goes on at these events and I'll be dog gone if I am going to condone such behavior. I'm also not naive enough to think that my children will never be curious about these things and possibly experience it themselves ( although I pray they don't), but I am not going to grant them permission and tell them its okay to do it.
So, with all this being said, it's not necessarily the music (although I don't understand how kids can understand half of what they listen to. [ oh crap I sound like my parents now] ) it is more about the environment they will be subjected to. And I don't think that you should subject children to an adult environment.

Depends very much on how mature she is, if she quite grown up and responsible in her everyday life...doesn't bunk off school, does her chores and is generally a good girl, then I wouldn't object at 15, my oldest girl who's now 28 started going to concerts in B'mth where we lived at the time at 15 and I never had any problems...gave her a little bit of rein and she respected that privilege.

I went to my first festival when i was 16 with my boyfriend and two other couples.. we had a great time and behaved ourselves.. I think it depends on the maturity of the girl in question and the company she is keeping...

I would say 17, but it depends on how mature she is- I mean if you let her drive a car on her own, which is far more dangerous than a music festival, why not?

The age isn't that relevant. If the teenage girl knows the difference between good and bad choices she should be allowed to go anywhere she wants...

18 there's all sorts who go to these festivals. Should be of drinking age at least.
