i mean if a person works hard on his or her intelligence or creativity can this person be intelligent or at least smart and creative?

I used to teach and I lost count of the times a child said to me, "Yeah, cos I'm stupid me." I was flabbergasted. Children are not born stupid, they are taught to be that way by their parents who have limited aspirations for them. All children are good at something, whether it's academic work or manual work. So the answer to your question is yes, people can achieve anything if they work hard enough at it. The trouble is, it's far too much like hard work for some people - they would rather sit at home and watch Trishia.

Everybody can be creative and intelligent at the same time in his or her own way. See you have used short forms for the specific words to save space, to be within the quota given, and that is creative and posting the question itself is smart enough.

creativity and intelligence are to very different things.
you develop and acquire intelligence from books and learning.
creativity and artistic abilities can come to you just from looking at the world around you.
