I would choose chandigarh as the best and mumbai the worst and i am sure once you visit Chandigarh you will enjoy a lot

Just from Law & Order point of view, Chandigarh - Panchkula, Delhi, Noida-Greater Noida, Jaipur, Bangalore, Pune, Thiruvananthapuram and Goa could be a few options worth considering.
