The corruption has increased many fold in independent India. During the regime of the British, the administration was good, most of the high level officers were good and strict and there was no corruption at higher level. Only the lower level -gram panchayat - officials were accepting what was called 'Masi Kanike',
Why go to British period? Even, after independence, in the initial period, most of the ministers and top level officers were not corrupt. It is during Indira Gandhis' regime, corruption was given a respectable acceptance and from then onwards, it has occupied all, from top to bottom, officers and officials. Even IAS officers, who were good till 1980s, or so, have become corrupt now a days. They are following the principle "Yatha Rajah Thatha Praja" and since Rajas (the ministers) are corrupt, they too have become corrupt.
Every rule has an exception and may be there are some good and non corrupt officers/engineers in this country. But they are minuscule.
It is the people who are suffering from the corruption. But, they have to, because, it is them who have elected such politicians and the Government.

Which country are you referring to? Britian had colonised a large number of countires, so much so that they claimed that "The sun never sets in the British Empire". So, unless you come up with more specific details, you will only be getting smartass replies.
