looks like there is a typo
take the first equation and double it, you get:
(a) 4x + 2y = 26
which compares with the second equation:
(b) 4x + 2y = 23
this does not work, you cannot have the same things be equal to 26, then to 23.
worse, if you tried to eliminate, by subtracting (a) from (b), you'd get:
0 = -3
which is not much better ;-)

you have to get rid of the y or the x i usualy get rid of the x first :) and here is how we do it :)
-2 ( 2x+y=13) which is
-4x-2y= -26
and you add them together
-4x-2y= -26
4x+2y=23
reasulting in
0 = -3 !!!!!!!!!!!!! some thing wrong re check plllllllllzzzzzz

well...i tried in many different ways but, everything canceles!!!!!:
multiply the 1st equation by (-2):
-4x-2y=-26
4x-2y=23
-4x cancel with 4x....& -2y cancel with 2y!!!!!

if we multipy the 1st by one
4x+2y = 26
this and 2nd equation both are inconsistent
so there is no solution
