In general if you're talking about the cache on a CPU, it is memory that is located directly on the processor die which gives it access to run at faster speeds. L1 and L2 cache, for example, typically run at the same speed as the CPU (this was not always the case in older processors).
It is a buffer that stores data that is currently being used or about to be used by the processor. It's there because access is much, much faster than getting it from RAM.
