You are asking a very broad question. How young under the age of 13 are you talking about? Six, seven, and eight year olds aren't really mature enough to fully understand the consequences of their actions. They see cartoons and shows on television where people or animals are killed then they come back to life.
Kids older than eight years old generally have the knowledge that what they are doing is right or wrong and should be held accountable for their actions.
So, depending on the age of the child under 13, yes, I think they should go to jail for murder. I also think that some kids are just bad.

Kids 13 years and younger use to avoid prison for serious crimes under what was called the McNaughton Rule. For my part I am glad that law or rule has been removed.
If some 10-13 year old kid shot and killed my son I would want that sob in jail for 25 to life. Closer to life the better. You know...maybe even being given the death penalty once they reach the age of 18 might not be a bad idea.
But no doubt some liberal judge would call the mental anguish some murdering kid would have to "endure" between say 13 and reaching 18 would be "cruel and unusual punishment". Me...I'd call it "time for him/her to reflect".

Yes, they have to be seriously and mentally disturbed to kill at such a young age. Gangs are also using young children when they know they are exempt from the usual sentances... so gangs could start encouringing 12 year olds to kill, knowing that they would not go to prison!

By 13, children should be taught the fundamentals of right and wrong. As they grow older, they will make mistakes as anybody else does, but, I feel 13 is too young to incarcerate them. It would depend on their personal history too and the nature of the killing. If it is cold-blooded, pre-meditated and unprovoked, they ought to be punished in my view.

absolutely yes, because its already a bad case. eventhough he is still under age, but his mistake is not a mistake that young kid usually does.
