In recent years the rental companies have started requesting extra ID and proof of address. It's not unusual now to need 2 proofs of ID and 2 proofs of address. Passports, birth, marriage and adoption certificates only prove ID whereas a drivers licence or recent utility bill will be accepted as proof of address. If you pay by credit card this will be accepted as one proof of ID, your drivers licence can count as either proof of ID or proof of address (in some cases both).
At the very minimum you need a full UK or European drivers licence and a major credit card. If you're from overseas you'll need a valid passport.
Switch, Solo, Maestro, Electron and Delta cards may be accepted for payment but are not always accepted as proof of ID - unlike Visa, Mastercard, Amex etc.
What I've tended to find is that the bigger companies such as Avis, Hertz, Europcar are the ones who are stricter on ID. The smaller and more local companies tend to be less strict.
At the end of the day it comes down to company policy.
Be aware that some companies won't rent if you have points or convictions on your licence, have only held a full licence for a short period of time (often 1 or 3 years) or are under a certain age (often it's 21 or 25).
Some companies also impose milage limits and charge a premium for every mile driven above the pre-detemined limit, others don't allow you to take the vehicle out of the UK (check this if you're going on holiday), others won't allow you off the UK Mainland (eg not to Northern Ireland, the Isles of White/Man, Scottish islands etc) and some even impose a limit based on a radius from where you hire from.
To be on the safe side take your drivers license, a major credit card, one additional proof of address (e.g. recent utility bill) and one extra proof of ID (e.g. passport or birth certificate).

you should try having a UK license and not living in the UK anymore you can see most car hire companies looking at you as if to say 'does not compute' I always found however that Hertz and Avis are quite good and hertz at the moment seem to be quite cheap! Plus although loads of times they ask you to bring all sorts of proof of address we normally just take our passports the other half's driving license and counterpart and a credit card. They don't tend to turn you away once you are there unless your credit card doesn't go through!

English people only need Credit Card and Drivers Licence, it's probably in case you steal the car.

Budget's the best. I've only ever had to produce driver's licence with counterpart and debit/credit card. And they're cheaper than most.
