The only way would be to get the Police involved. They are damaging your property which is a criminal offence. YOu have exhausted all other options and have tried yourself so you are in your full right to get them involved now. The other option is to hammer nails through the fence so if they kick their ball against it they puncture it. But that might be a bit extreme.

Phase 1
Sign a treaty with them. The treaty must say that if they want to continue kicking the ball to the fence, they must come once in a month to fix it. Show the treaty to the parents, and if they agree, then you life will be happy.
Phase 2
Knock on rusted nails. They will soon realize that it's no fun kicking balls fence anymore.
Phase 3
Buy them dogs for their birthday. The animal shelter dogs are cheap. The ball will soon become an ancient memory.

Do they have a fence?? Start kicking the THEIR footballs you kept in your garden against their fence until it's almost falling apart. Maybe they'll start understanding where you're coming from. -)
If they dont have a fence, go for the window =)

Contact the Police, it's called Criminal Mischief, when a person knowingly destroys someone Else's property. The parents will be obligated to pay for the damaged fence. If you can get them on tape damaging your property, cause the parents are probably going to say"not my Johnny".Get some really nice high estimates to fix the fence and I'll bet the parents get them to stop after they pay the bill.I wouldn't have any other contact w/ the parents.Tell the police you have tried to talk w/ them to, no avail.

My neighbor was in his front yard while his 2 boys were intentionally driving into our fence & kicking off it while riding their bikes. My brother caught them & told them to stop. Their father & mother came over yelling at my brother and demanding that he open the gate RIGHT NOW! They tried to BS him about where the property was public/private. They used to be nice, but now I think that was only because they saw my car in the driveway. I just got a job finally & only working for 1 week when this goes down. What a bunch of sheisters

That's really crap, I can imagine how frustrated you are there is little you can do. Why don't you get the police around to perhaps frighten them into stopping, alternatively start playing dirty superglue your fence or pay some tougher kids to tell them to bugger off because this is their patch or they will beat them up. Humiliation is always a good and legal way to deter unwanted kids!
Good Luck!

Paint your fence with anti climb paint it does not dry, so every time they kick the ball against your fence they will be covered in paint (parents wont be happy if they go home filthy). If they kick the ball over they wont be able to climb over to get it. I think it cost about £11 from ironmongers or B & Q

Take the fence down
On a more seriouse note if you have grass on the outside of it plant some prickly bushes next to it like Pyracanther or gorse
it stopped the charming littlle boy from next door to us climbing over ours it may have the same effect for your footballers.

As mean as it may seem and as gross as it may sound, dog poop always works wonders for these things. No, I am not kidding. I had the same thing happening with them climbing over my fence, I took motor oil and put it on the top of the fence and when they went to climb over, they were covered in it. As far as them destroying my fence, I went around [this is so gross] and got somewhat fresh dog poop [invest in a pooper scooper] and threw it over the fence. When they went to play football, they had the poop all over them, they didn't realize it was in the grass. The lot next to me is marked private property but the people there never enforce it nor are they ever there to tend to the grass.
As mean as it sounds, poop and motor oil worked for me.

talk to the environmental health department on your borough council about nuscience neighbours, there are new laws but I'm sorry, I don't know the details for sure.
Actual damage to your fence is criminal damage and can be handled by the police
