Is it 21 *everywhere* in America or is it lower or higher in any other states?

It is 21 to drink in all 50 states. This is because of the Highways Act. If the states want federal funding for highways, they must legislate that the drinking age be 21.

There are no exceptions, not even for tourists where the drinking age is lower. Anyone who believes otherwise, because perhaps a bar they know will serve underage foreigners, is still wrong. It is illegal to serve to anyone under 21 under any circumstances.

it is 21 everywhere. I believe that it should be 21 unless you're a member of the armed forces then it should be 18.

It is a more complicated answer than I thought, but if you click on the attached link, it will all become clear! (unless you have been drinking, of course).
