Initially all embryos are female, but after a few weeks they develop one way or another. Nipples have already formed at this stage.

I have been wondering this myself lol. But instead of saying why do men have breasts I always ask why do men have nipples. I am sure they were put there for a reason just like tonsils and our appendix. The question is what is the reason.

The reason they are there is for me to play with during foreplay.

some men have high oestergen in their system therefore it creates breasts. some have too much fat and they have to flab over somewhere.
