One thing I highly recommend is to take riding lessons. The Motorcycle Safety Foundation is the largest orgainzation that conducts these; you can find them online here:
http://www.msf-usa.org
Second, lots of people buy a bike thinking it's their dream bike and that they like the style of riding that goes with that bike. Then they discover they prefer using a motorcycle for things that that bike isn't good at. This is very common. If your first bike is a cheapo that you bought secondhand, though, you can often sell it for close to what you paid for it after you've had a chance to get used to riding. So don't worry about your first bike being the bike of your dreams; your dream bike may change anyway. It's best to just start with something safe and affordable, preferably one that might resemble your dream bike.
Third, check out lots of different bikes. Good things to check for:
Is this going to be something you'd be scared to ride? If so, you'll have a much harder time learning on a bike that intimidates you. A 600 cc sportbike with enough power for a small car is not the easiest way to learn how to ride; I'd say get something with 50 hp or less for your first bike.
Can you get both feet flat on the ground when you're sitting on it?
Does it feel like you can pick the bike up if you drop it? A very cooperative seller might even set the bike down on the yard and let you try. Don't get a bike too heavy for you to lift.
Does it just feel right? Anything about the seating position that seems uncomfortable?
Fourth, the right gear can save your hide (literally) if something goes wrong. I'd suggest getting the full set - helmet, gloves, boots, riding jacket and pants. Select something you'll be comfortable in, preferably with armor (padding) at the knees, elbows, shoulders, and back.

You need to know how to ride, and have the motorcycle endorsement on your license. You need to know if you want a sport bike or a cruiser or what? You need to have some riding experience on the type of bike you want, and then purchase a bike you can handle as a beginner (I bought my first bike in July, it's a Yamaha V-Star 650).
If you have a friend that rides, have them bike shop with you to help point out things you may not think of re: a new or used bike. A new bike you are not likely to be able to 'test drive'...a used bike you might be able to, depending on the seller.

First and foremost, is it the right size? You don't want it to be too low, nor do you want your tippy toes to barely hit the ground when you are neutral.
Second, know your limits. Street bikes come in different speeds and power. If it's too powerful, your chances of getting into an accident and losing control increases.
Third, know your local laws.
Fourth, select the style you like most, then take it out for a spin. Remember, you have to break it in!!! So don't go 60 miles per hour on first gear.
Good Luck!

Take a motorcycle safety foundation class to begin with. Bikes can be dangerous for people with no experience or training. Get the training first, then get a bike you will feel safe on and comfortable with.

Work out what type you want ie naked or faired etc match power to your experience or you will come off.if you can afford it get new because a lot of insureance co's will replace the bike if it is less than 2yo and written off. i would reccommend 600cc or less for 1st bike
