That depends on other factor such as position and how much you are going to struggle.
For a spread-eagle handcuffs work well if loosley applied. they can be made better by using sweat bands around the wrists or socks over the hand and wrists to prevent chafing if it's a heavy session.
If you struggle a lot soft magicians rope works well, try ebay shops for good quality rope. Rope requires a knowledge of knots so buy a manual. Don't use industrial rope. Ouch!
I wouldn't advise cable ties because they are too thin and very easy to apply too tightly without realising it. This cuts of circulation and can cause a trapped nerve. They are also easy to escape from if applied loosley.
I wrote this answer before you said that it was 'for tying somebody up in your basement'. Doesn't sound like a great idea to say the least. I had assumed it was for yourself. However I'm going to leave this answer here to help other people.

If i were you i really wouldn't tie somebody up for a long period of time, it's not all that safe- and you should never ever leave somebody tied up unsupervised, it's really quite dangerous.
cable ties were never designed for use on a human being, handcuffs can bruise also, if you really really must use rope or some well fitted leather cuffs specifically designed for the purpose. You should always have a pair of safety scissors with you so that somebody can be cut free quickly.

Clearly you are a novice at this or your basement would be equipped with the necessary wall mounted shackles.
As an interim until you get said equipment you could invest in a gimp suit.

None of these are appropriate. You need to go to an adult store and buy the large comfort cuffs that come with velcro and are very soft. They will not dig in and they are so comfortable that you can actually sleep in them.
