This is the kind of crazy-making question that helps discourage me from thinming in terms of the DSM's categories of disorder. How does knowing the "correct answer" help your clients?

Borderline Personality Disorder is a very complicated and general diagnosis. Dependent Personality Disorder is something I have never heard of, though I'm not saying it does not exist. Your best bet would be to check out some books on Borderline, and also if you can find, a DSM book, which doctors use to diagnose these disorders. I was diagnosed Borderline, when I am really Bipolar, so do some research, and maybe speak with an MD who specializes in Psych. There is alot of information out there now. I wish you the best of luck, hope, health, and help.

Dependent Personality Disorder is when someone is when someone has a pervasive and excessive need to be taken care of and generally leads to being very submissive or clingy to someone.
Borderline Personality Disorder is a lot more difficult. A person has a pervasive pattern of instability in relationships, self image and affects and marked impulsivity. Borderline comes from lying between the border of Neurosis and Psychosis.
So one is very submissive and clingy and the other is unstable and impulsive.
