I'm not sure this has that much to do with politics. Maybe you should have asked this in the anthropology category, social sciences, whatever it's called.

Honestly, I don't think that is entirely true...personally I think western cultures are less open about such things coz first off, other cultures have their own ways of showing affection other than kissing and in many less publicized cultures (as National geographic has taught us) the body is a beautiful thing that members of a family, clan or tribe freely flaunt in the presence of one another.

I think this has a lot to do with Religion.

A lot of those values regarding keeping sexual things out of public, or items of decency are stressed by religious organizations. I know here in America, to me it seams since we try to be a melting pot of religious influences, or in many cause, becoming void of religion there is less stressing of it as wrong. I do not personally see a problem with some openess, though I try not to make people around me uncomfortable. As I have never lived in non western locations, I may be off, but it seams that a lot of the government and society as a whole are very religious. So in conclusion, the lack of strong religious influece in the west has led to an openess for things of a sexual nature.
Oh also our media allows it to be considered normal or popular so we immitate it. Nudity isn't a big deal if you are always brought up that its not. Look at tribal people, ladies very rarely wear shirts. Heck there is one tribe I saw on discovery that males greet each other with a yank on their genitals.

More relax, Freedom of expression & speech, less religous controls. However that may be said for mainland Europe but the British do hold a different standard, in a form of their decling Victorian Values. Kissing in public dose occure but is frown apon, and as for been naked, it is not classes as the British thing, but would want to see Blair naked.

Because western society's are open and individualistic. That means that love is not limited with religion rules. It is our choose what to with our partner (kissing, hugging) or with our body. Prostitution is not legal (I think it is in Netherlands).

Ghost Of Death: You are wrong. Religion doesn't allow us to expose us in public. The true is that religion doesn't have big influences in people and society.
