A friend says he is only 3.5 inches hard on average. 4 on a good day. He is 25 years old and says he is worried. The only thing I could say was that he should see and talk to his doc.

I don't think there is anything he can do about this situation. He can talk to his doctor, who may know something I've never heard of yet, but I pretty much think that he has got what he's got.
Do tell him not to fall for any of those "quack" fixes or me may be worse off than he was before.

Don't stress about size. As long as it works when it needs to, that all that matters. When it comes to having sex. The partner should love him for who he is, and not for what he has.
