In what age it will affect people. What are the dos and donts for the problem. Pain starts from Shoulder to elbow. What are the care to be taken. This is for 78 yrs old male.

It is not clear to me that this 78yo male would benefit from any operative procedures. You would need to talk to your doctor face to face and let him/her examine the patient for this sort of decision to be made.
