The city is a company. The city council is the board of directors. The mayor is the chairman of the board.

Alot of things behind the scenes. He maintains the infrastructure of the city, police, fire, ems, and all emergency systems. Roadwork and repair. Lures businesses to the city. Cordinates conventions, and other important meetings for the city. Keeps in touch and works with the Federal goverment. Adds programs to the city for poor, or disabled people. Controls the city tax expendatures. He appoints other leaders for local services. The Major calls the shots and makes all of the important descisions regarding his city. Via usually through a metro council of sorts.

get paid to rep a city and look good..depends on if the city is consolidated then the mayor really has no say so over anything. its like the pres of the USA, he can suggest things but its up to congress and the senate to pass bills.

Give lip service to all interested parties, from the corporate big-wigs to the lowly populace that were stupid enough to elect them in the first place.
They also blame underlings for their shortcomings, and try to figure out ways to cater to the special interests and show up for catered dinners.
