Gypsies are the only proof of IndoEuropean theory! They are coming from India and live in Europe!
Anyone is what he thinks, believes and wants to be! I know many people of some roots claiming they are a part of another nation! Who is to tell them they are not?

Gypsies are from India -Punjab and Rajasthan-.
They were pushed from their areas from stronger tribes and now live all over.
They usually take names ,religion and customs from the country they live in.
Some choose to live as Gypsies ,some choose to adapt ,have new names and settle.
Nothing wrong ,as long as it makes people happy.
