I haven't had too much opportunity for being the top in this type of activity, but I can answer why I like to see bound women. (Sorry guys, nothing personal.) I happen to see an odd beauty in the idea of a woman being bound up. It's not that I wish any harm befall her, more like some sensual aspect emerging. I really can't explain it, but I just seem to think of it like it's art. (There is actually an art to it, especially in shibari, which is Japanese bondage.)
I do believe that it one can overdo it. For example, when it comes to gags, red ball gags just seem to be unnatural. I think that duct tape or scarves are more graceful. Of course, your opinion may differ.
In terms of what I would hypothetically do to a bound person, well, let's just say that I don't have enough data to postulate a valid hypothesis, so experimentation is needed. I suppose that I would need volunteers. ;-)

Why do "we" like to tie ppl up? I can't answer that, because I don't know why YOU like to, I can only speak for myself.
I usually prefer to be the one tied up, but sometimes I will tie up my guy or a friend or especially my cousin, because she's so pretty and funny and silly and very ticklish. I let her get me back but i can be very creative when i've got someone at my mercy.
What will I use as a gag? Something soft, safe, that i'm not afraid they will choke on, something i can take off in a hurry if something goes wrong. Also, always have a "silent safeword" like humming happy birthday or something if they need to get free. I usually use a bandanna or scarf or ace bandage or all 3 if i really want them quiet.
What do i do...well, tickling, teasing, getting someone worked up, those are all fun. I like tickling someone's nose with her hair if it's long enough, or tickling their ears with it. Massage, spanking, oral...there's a lot of things you can do to or do FOR someone. To me it's really funny if you tie them up and "torture" them in a way that once you let them go, they can't wait to be tied up again next time. :D
