In theory you can take a single bag, equivalent in size to a small laptop case. It may not contain any sort of fluid - no lotions, deodorant, toothpaste, shaving gel etc..

In practice, people are taking on shoulderbags, small rucksacks and even pilot-type briefcases, all of which are larger than specified, and the check-in operators are allowing it, mostly due to being somewhat understaffed. It's a risk though - you may be asked to check it in when you get to the gate, and end up holding up the departure!

Check out the BAA website - they have details on what you can and can not take, including bag dimensions, plus links to individual airports. Also make sure to check the weight limits for checked bags both to and from the US because I think they've changed recently. Better to check 2 lighter bags than one really heavy one or you may get stuck paying a hefty fee.

I'm reliably informed that they are still not allowing any liquids, but laptops, and books are ok again

Knives, weapons, explosives, etc are okay.

Just don't bring a nailclipper, razor, water-bottle, alarm-clock, or a book

Anything. So long as it's wrapped in brown paper, smells of fertilizer and makes an ominous 'ticking' sound.
