The appearance of a volcano is significant since it tells us a lot about what is going on in the geological evolution of our planet. If a volcano appears from under the sea when it is not expected there, then a change in the convection currents of the continental masses is occurring.

BUT THAT IS NOT YOUR QUESTION. WHAT YOU WERE ASKING ABOUT IS HOW VALUABLE AND DESTRUCTIVE A VOLCANIC ERUPTION IS.

When a volcano erupts, it spews a lot of lava, sand, gravel, and ash. In the process, those soil materials that are unearthed by the eruption add to the fetility of the soil in such a way that some crops grow far more abundantly there than elsewhere. The cooled lava and ash contribute to soil fertility since these contain organic materials that are rapidly broken down by heat compared to an artificial process such as composting.

On the other hand, volcanic eruptions are extremely destructive since the flowing lava could change the terrain configuration of the affected land. A deep river bed could suddenly dry up as gravel and sand pile up in the area and this divert the paths of water flows elsewhere. It also causes destruction of lives and property.

The most extreme case could be an alteration in the temperature of the earth or parts of it. Take for example the eruption of Mt. Pinatubo in the Philippines in 1991. The volume of ash, sand and gravel not only destroyed so many properties and killed lives in Luzon, the volcanic ash floated as far as Mexico in South America. The screen of dust spread by the eruption is said to have partly contributed to the global warming problem of the earth. Yet, the eruption did not fetilize the soil in the immediate vicinity. There was no lava in the eruption, just sand, boulders, gravel and ash. As such, the Mt. Pinatubo eruption did more damage than value.

Take a nice vacation to Hawaii. All of it was formed by volcanoes. It is still forming more. Many mountain ranges are volcanoes as well. Yellowstone national park is atop of volcanoes. They have done a lot of damage as well. Volcanic activity is what helps to recycle the earth. Many more but this is a start.
