Ruby is a programming language, and rails is an online framework (if you look around, you can find other "on rails" languages).

Many people will say anything is preferable to PHP because PHP can be very insecure, depending on what PHP options are used and how secure the code is. The Ruby on Rails doesn't always require you to verbosely type out all of your code. The frameworks can sometimes create a site with considerably less code than other languages.

Keep in mind though that Rails isn't really a language. It's a wrapper. It's code written to make things easier. It's similar to prototype for JavaScript. In fact Rails incorporates Prototype in it, and the authors of both work together. Because Rails is a wrapper it can often be slower and isn't recommended for production.

rails is a hybrid solution to write javascript for your web pages.

jquery is cooler.

php is for script kiddies. a bastard child of perl5.
