Yes, take him shopping and make sure you stop for a really fun lunch. Perhaps a salesgirl at a department store could suggest certain designers, styles and colours that will work on him (considering his job, personality, body type, hair colour and budget). Go for a classic look.
My huge dog eats bumble bees; he snatches them right out of the air. So don't be bringing your friend over for dinner in his bee gear!

You could go shopping with him sometime and give him your opinion on what looks good and what doesn't. If his birthday is coming up or another event, buy him a piece of clothing that doesn't make him look bad.

Have you flat out told him what you think? I mean it is his personal appearance so all you can do is tell him ur thoughts... maybe you can purchase some clothing you like personally and give it to him, saying its'a just a lil something. Or invite him out shopping and tell him what u think of what he picks out... and always be honest and open! :)
