YMCA probably has morning exercise classes. Local college or art museum might have mid-morning art or music classes. You could go walking in an area park or cemetery (a lot of people in my area do) and meet up with a group of walkers. You could volunteer to spend a couple hours one day a week at the local hospital, if they have a volunteer program. You would see a lot of people from your community visiting patients and you'd meet a lot of medical personnel.

I've worked night shift too and it can be difficult. If you're too tired when getting off, sleep for a bit and then go to gym/Y --take a class or take a class at local college or go to library, a park... find a dance class something....and you'll meet people. If you go to church, check with your pastor if there is some sort of group that meets at a time you can attend. Or if there is a chance of starting up some sort of group --- maybe advertise it in local paper.... since I'm sure there are others in the same boat as you.

May I suggest you focus your free time on your three kids. They did not ask for an absentee mother. Once they are grown...you can find time to play.
