First of all, its impossible to make ganga pollution free. Secondly, if the government really wanna do something serious about keeping ganga clean, then they should not allow people throwing flowers, their hair after they shave their heads, those candle lights on leaves, and ashes in the water/ river. If people are not obeying the rules and regulations, then there should be a fine of $$$$$$$. Lastly, if Indian government is successful making ganga pollution free, then that would be the eigth wonder of the world.
Good Luck

A lot of religious sentiments are attached to the Ganga & we shd go about cleaning it but try not to hurt anybody. Ppl offer flowers & ash from crematorials , bathe , wash clothes etc. because we consider the water to be holy. Such shd be stopped & maybe the river bed can be cleaned like its being done for the Mithi river in Mumbai.

yes that time BOD(bio organic oxygen demand) of the Ganga water be aroud 200-300. so scientifically the only corrective action to decrese the BOD is that waste water treatment plants should be installed at many places .for that Ganga action plan is going on. but problem is that when political system is allready dirty so how it is possible to clean the Ganga.for that only solution is to fight with the Government for solving this problem .
other thing is that we should not further increse the BOD ,it needs the collective efforts of everybody ,for that we have to change ourselves.

Prohibit the dumping of industrial waste in it. Any such unit should be severely fined and banned.
Prohibit people to make it poulluted through human waste by appointing the officers and watchmen. People should be allowed to bath and do the other rites, but human waste and all should be strictly prohibited and punished severly.
only legal steps will stop the pollution

Ganga is sacred. If people would remember that, they would honour her, and keep her clean as if she was their mother. Laws can't do it. Fines can't do it. The people can do it by standing up and saying, loud and clear, ENOUGH!!!

Self discipline (impossible). Impose higher penalties or fines for violators (corrupt officers will abuse the systems). Sorry, but no chances of improving the situations.

No government machinery can be successful if peoplke do not cooperate. whatever efforts made in this direction were useless because people are not changing their habits.
