Print Screen takes a copy of the entire screen. Alt+Print Screen takes a copy of the active window. In both cases you have to do something with that copy, usually paste it into Word or the like. If you right click on an image on e-Bay and you get a drop-down, select "save picture as" and you can save it where you want, usually in Pictures.

Alt+Print Screen will copy the screenshot to the Windows clipboard. Once you've done that, open up an image manipulation program (mspaint will work) and paste the image into the app (ctrl+v).

If Alt+PrScr isn't copying the screenshot to the clipboard, perhaps you have some application running that took over the hotkey.

Pressing "Print Screen" will take a screen shot of your computer display and loads in clipboard (just like copying a picture). You can go to any image supporting s/w (like MS Paint, MS Word etc...) and paste it (Edit->Paster, CTRL + V, Right click & Paste).
Pressing "ALT + Print Screen" will copy only the active window image.
If you want print out, then you can take it from MS Paint or whatever.
